It should be noted, that you can move the "Action" and "Community" sliders up, without restarting the map. For example, if you've only beat the Builder Legacy on Dread, then you bump your community to Nightmare, your power & water will turn off. You'll deactivate any boons if you go above the difficulties you've already completed, you'll be moved back to that map's started base and all of your enclaves will disappear. If you move the "Map" slider to a higher difficulty than the one you're currently on, your map will restart on that difficulty. In the Difficulty tab, you'll find three sliders that define the various obstacles that you'll encounter, with fairly informative hints about what the various levels mean.
